How to Use a Location Profile On Itinerary Leg to Exclude Certain Destinations?

Hello,

Per the help it seems I should be able to define an incompatible Location Profile for an Itinerary leg to ensure that those destinations in the profile are excluded from consideration.  I have set up such a location profile and marked it as incompatible but the planing still sees those destinations as being valid to use that itinerary.  I have tried setting the Location Role of the Itinerary leg to both Consignee and Ship From/Ship To but both give the same results and see the itinerary as valid to the destinations in the profile. 

Any tips on other areas to check?  I know I can also achieve the desired result by defining the overall destination of the itinerary as a specific region with locations IDs instead of the current country US....but really don't want to go down that road if at all possible since it would be more setup and maintenance. The rule is that the itinerary should be good for all of US destinations except for the 2 locations I have defined in my Location Profile.  Any advice or tips on using the Location Profile setup as a means to exclude destinations is greatly appreicated.
