ORA-12408: unsupported operation: HR_DATA_SECURITY - EBUS R12 - 12.1.1 patch 6678700

Problem Description

While performing EBUS upgrade from 11.5.10.2 to 12.1.1, during patch 6678700, we encountered error below.
