Price rules wiped out

This could go against severl different communities because of the issue so didn't know for sure which one to associate with.  We are on 8.0.

We have entered a sales order with Advance Pricing  adjustment schedule.  The warehouse is going into the order  through their version of  P4210 to hard commit a location on the line of the sales order.  This is the common denominator I have found.  When this happens the price adjustment is getting wiped out and the price is reverting to base price.  What in the location file would wipe out the price rule?

I have already checked the processing options to their version and there is nothing set to update price.  We do not run the R42950 or R42750 automatically.
