patch 14695099 11.5.10.2 FND-UT-CMT: ORA-01041: internal error. hostdef extension doesn't exist

installation of patch 14695099

adworker logs shows 'ORA-03114: not connected to ORACLE' while packages pygbrtifpsni.pkb, pygbrlbp.pkb, pygbrtieps.pkb, pygbrtifps.pkb are marked as Running inside ADCTRL utility
the restart of the affected adworker including reassignment of the affected package does not resolve the issue (see adctrl.log) it failed again when one of the mentioned packages is beeing assigned for execution on any adworker!
