Patch 3966092 failed

Hi,

While applying the 3966092 patch, getting failed as follows.

# Patch Installation Instructions:
# --------------------------------
# To apply the patch, set your current directory to the directory
# where the patch is located and then run the appropriate script by
# entering the following Unix command:
#
# % cd <patch directory>
#
# for a Client install use patch_client.sh
# % sh patch_client.sh

Before applying the patch bring down the database
#
# cd /opt/appl/patches/3966092/3967806
#
# for a Client install use patch_client.sh
# sh patch_client.sh

Errorlog:

File /opt/appl/devlora/8.0.6/rdbms/mesg/oraus.msg  is not writable
 File /opt/appl/devlora/8.0.6/rdbms/mesg/oraus.msb  is not writable
