What actually qualifies as an Oracle Upgrade?

Hello,

I have a customer that wrote me the following:

"I’ve seen enhancements come thru in the

Component specific Release(4^th node). Is there

any document that Oracle has that would depict

when and enhancement would be pushed in the

component specific release.

Any suggestions/information I can provide to the customer would be greatly appreciated.
