Complex Work Procurement - Retainage

Hi,

We need to implement the retainage feature but we don´t have the licences for contracts, isupplier and sourcing, we only have purchasing and payables.

Is it possible to implement this feature with these two modules (AP and PO)? or we need to implement other modules? we only need the retainage.
