US PAY: Garnishment Deductions Not Being Taken

Our garnishment elements are not being deducted from employee pay calculations.  During the initial payroll run some employees deduction will not come out.  if a employee has multiple garnishment deductions when marked for retry the deduction with the highest priority may be deducted. 

any suggestions as to why the elements are not working properly is appreciated.
