uploading template hangs

I have an issue where i am able to bring an .xls template down and make modifications to it.  Then upload it. with no problem.  However when i try to bring it down and make changes again and reupload then the template upload process hangs.   i have set the activex selection in my browser and stil have no luck any ideas?

it is hanging on the upload parameters screen.  Let me know if i am in the wrong discussion area.
