EM Agent Removal and Installation

I have an established Grid Control (12c) environment monitoring 7 host targets.

Recently one of the targets has ceased to upload metrics to GC central. As attempts to fluch the collectors and restart it failed, I have sought to remove the agent in the GUI. However, a related target is determined to remain. My question is this, is there are a command line method guaranteed to remove the target? Do I deregister it on the central server and/or the target itself?

Once this has been achived, can someone please point me to a guide on reinstalling the agent on the target.
