How can a trading company handle tenders from Customers and Quotes from Vendors in Oracle

Hello,
I have a scenario where a company "A" receives tender invitation from a Customer. Company "A" may decide to pitch in for all the items in list or even partially. Now this Company "A" does not maintain Inventory of these items, rather it sends request for proposals to its vendors. Once the Quotes are received, company "A" wants to compare them and the send its valid Quote to the Customer.

Now is this functionality available in Oracle EBusiness suite? If it is not a straight fit, please suggest a possible way to handle it.
