Why Oracle support send to me software by FedEx airway ?

Hi all,

   I really confuse about send request to URL download oracle software. I sent requets to Oracle support, and Oracle support not send URL download, they shipment software by FedEx air ??? And how about cost to received them ? They not contact with me before shipment software !
