EBS R12 ad_monitor does not have sufficient privileges

Hello
EBS R12, 12.1.1, shared APPL_TOP.

After applying a patch, still in maintenance mode, still in restricted mode,
trying to login as ad_monitor to notify users that scheduled downtime has ended, I get:

An error has occurred!
Please note: You do not have sufficient privileges to perform this function.

I did unlock the ad_monitor account, changed the password.

Where do I start investigating?
