Invalid UTF8 Coding in BI Publisher outputs for French AR Invoices

Hi

We are doing Release 12 Upgrade to ver 12.1.3 For this We have made changes to AR Invoice report
In Development instance we didn't had any issues with Special Language characters of French.
But in Test instance we are facing issue with AR Standard message text which we are using report we are getting in OPP logs
caused by: java.io.UTFDataFormatException: Invalid UTF8 encoding

Not sure how to proceed on this any hints on fixing this will be appreciated

Uploaded OPP log file and Xml file when wetry to open xml in applications we are getting issue at xml tag CP_EXTRA_NOTES
