Managing Tools for Manufacturing without EAM

Hi,
I'd like to know what is the best way to manage tools used in manufacturing, for a 11i installation without EAM (just BOM, WIP, MRP, INV, PO).
Do one put them in the bill of materials or in the routing ? Is there another way ?
