upgraded to 12.1.3 - specific products such as (CE, IBY, XLE, and ZE) questions.

We have upgraded to 12.1.3 but afterwards realized that we needed to install specific products such as (CE, IBY, XLE, and ZE).  While the patchset version from these modules are specific to R12.1.3 values, I believe that the upgrade process won't update files such as forms files (.fmx) since the module was listed as 'Inactive' during the actual upgrade process.  With that said, what is the proper way to get all of the modules to recognize 12.1.3 upgrade values.  Do I need to only regenerate the forms/libraries?  Are there other steps to perform on top of this?
