GMFACOST donot change when apply patch 14392602

Dear all,I'm appling  the patch 14392602 ,i followed the instruction to apply this patch .But after patching the version of the file gmfaget.lpc and some other file donot change
I look at the file $GMF_TOP/bin/GMFACOST and see that the this file do not change after patching.
I upload the step by step and log files as attachment  ,please change the file from Apply patch 14392602.rar.doc to Apply patch 14392602.rar to read

Please help me to resolve this problem.
