Issues in Multiple Activity PM Schedule

I have PM schedule with 3 activities.  Each activity has a base interval of 3 days  (WO generated once in a week). Each activity has a staggered last service scheduled start dateBut the the work bench is is generating all with the same scheduled start date. Any ideas why?
