How to archive the history record of EBS table

Cusotmer used EBS based on Oracle database for more than 7 years,and some of tables have  hundred million records.  performance is a problem now ,such as, it's take serveral days to collect statics of the big table.

 From the database level , partiioning maybe a option but customer don't know if it works for pation of the big tables ,while left more non-partion tables which have complex relation with big tables.

Also , customer know the purge function in EBS, but it not so convient because the record will be accessed some times.

 They want the history records stay in the database ,but can move to low speed storage.
