BI Publisher Output pdf files to be edited by Adobe Distiller 9

We have developed reports in BI Publisher reports for AR Invoice in EBS Release 12 Ver 12.1.3. Users wanted to edit pdf output files to be edited by Adobe Distiller 9.
For now it's allowing to edit some part of page not entire page, Users wanted to have the option of editing entire page.

Would like to know if any option is there in RTF template to provide that option, for Adobe Distiller 9 to be able to edit pdf files genereated by BI Publisher.
They were able to do in Release 11i version 11.5.10.2
