How to Create Accrual Offer and Automatically Create claims of accrued accounts then settle this cla

 Hi all

can you assist as i need to create accrual offer for a customer to accrue his yearly commission . 

then at end of year i need system to automatically create the corresponding claims that is pending approval.

then when approve claim ,

system shall automatically settle the claims into either :  Credit Memo on Customer account  or Cash Payment through Safe.

can you please advise or give a sample case with corresponding setup steps.
