Work flow for Oracle ESS -Personal Information

Does anyone have a step -by step document, which will tell me how to enable the workflow on personal information under Basic details.

The requirement is this:-"when some one changes there last name I want to fire a workflow to HR so that the changes will get updated only after HR approves it, if they reject it needs to come back to user."
