Mapping Engineer-to-Order Scenario in Oracle

Hi Gurus,
Need suggestions to map the Engineer to Order scenario in Oracle especially the planning aspect.

Our client makes drilling equipments for oil companies and the design changes for the equipments happen very often. Engineering team keeps changing the bom structure, including subassembly to achieve optimum design.
Following issues are being faced:

1. There are many long lead time parts which needs to be ordered in advance and cannot wait for the final bom to be released by engineering team. Need to place the PO for such items even though demand does not exist in system.

2. Frequent changes to BOM resulting in excess inventory for parts which were initially on bom but then replaced by engineering team to meet the design.
