Project and Government Accounting Questions - Contract Billing, Service Billing, etc... Grants, Loa

We are looking for a solution that would allow us to track our government grants and loans for projects. 

I have been looking at the Project and Government Accounting module in E1 9.1, but I do not see much in the way of tracking reports, and was wondering if anyone out here might be able to tell me if there is functionality in JDE to allow us to track our Loans/Grants from the government, at the schedule level (showing disbursements by month, and notifying you when the next month's payment needs to be evaluated and readied for sending.   We are wanting it to show the loan information, and each payment (#1 through 38) that might go over 3 years
