What is the use of 'Create Action' button under Supplier Admin Attribute Groups?

Hello thereCan anyone help to point out where I can find more information on the usage of 'Create Action' button under Attribute Groups? 

Steps to reach Create Action Form

1. Go to Supplier Management Admin responsibility -> Query an existing Supplier -> Administration tab -> Profile Extension sub-tab

2. Now go to Common -> Attribute Groups and create a new Attribute Group (or query an existing one)

3. You can see 'Update Action' pencil icon on the right hand corner of the newly added Attribute Group

4. Click on 'Update Action' -> a new form opens -> you can see 'Create Action' button there
