Patch clarification.

I just applied the 6678700 patch to upgrade to eBusiness 12.1.1.  I now need to apply the NLS patches.  I search for 6678700 on Metalink and it's not found, but if I search for 12.1.1 on Metalink I find patch 7303030.  Is 7303030 the patch I should apply on top of 6678700 to get my NLS languages patched up to the current English level of 12.1.1?  Why aren't 6678700 NLS language patches available - it makes it very confusing.
