Average Balances and Budgetary Control

Someone sent us an excerpt from an Oracle General Ledger guide that stated the Budgetary Control cannot be used if average balancing is enabled (Public Sector GL -using encumbrance and budgetary control).  I cannot find that text in any R12 guide.  Is it true that budgetary control cannot be used if average balancing is enabled
