Problem merging patches.

Hello,    I'm trying to use admrgpch and it hangs without producing any output for 6 hours until I cancel it.  I'm trying to merge the NLS patches for 7303030.  Here is my directory structure:
                                                                                                                                                                                                                                               
/u04/PATCHES/R12.1_nls/source/7303030_ZHS
/u04/PATCHES/R12.1_nls/source/7303030_TR
/u04/PATCHES/R12.1_nls/source/7303030_ESA
/u04/PATCHES/R12.1_nls/target/

I'm trying to merge the 3 NLS patches into one patch, from the (source directory = source) into the (directory = target).  Here's the command I'm using:

admrgpch -s source -d target -merge_name oct_19_R12

Is my syntax incorrect???
