How to remove language from oracle R12

I have active languages(Dutch,spainish,japanenes) from licence  language and run Multilanguage from adadmin . But not apply a base patch for languages .Its create a problem in custom programming .I am trying to remove language from  licence language .But the active language are disable .How to remove these language from R12 .
