Manual Freight Modifier

 Dear All,I have created a freight modifier to be manually applied at the order header level following metalink note '437935.1'. But the problem is when i enter the enter the order and at header level click on actions button and then click on charges button, there is no modifier available and all fields are disabled/greyed. Can anyone help in this regard? If i make this modifier automatic then it gets applied at order header.
