View report and Actions buttons not showing drop down menu

 One of my report doesnt show drop down list for 'view report" in different formats as well "Actions" button which is next to view report button. The report is showing right data, but different saving options are not showing. now these both drop down buttons works for other repoorts. Also same report I have exported and imported on another BI publisher instance and it works without any issue. This is big puzzle for me hot to resolve. Can anybody help me resolve this issue? I have restarted weblogic server many times, but no help. I am using oracle 11.1 Oracle
