Siebel PDQ performance issue

Hello All,
We are facing a peculiar issue in our environment where the PDQ is running very slow. If we run the PDQ from the application then the result is fetched in 30+ minutes. We spooled the SQL statement which was running taking very long time from the object manager log and ran the SQL directly from the backend and it returned the results within a minute. In both the cases, the query optimization level is 3. 
So, when the query runs from the application object manager, does it run differently than when we run it directly against the DB? 

Application version - 8.1.1.4
