Open life event available but the Update Benefits button is not available in Self-service on the Ben

We have an employee who has the Open life event in started status but he cannot be enrollment in benefits via Self-service or through the Program Enrollment form in Benefit Service Center. Any idea why? I have attached screenshots of what his record looks like and what a record looks like that can enroll.
