14145041:R12.AR.A - URGENT: Question on Readme for 12.0.3 customer

Customer is on 12.0.3.
Need to upgrade their file versions to:
ARTEADJB.pls  latest file version is 120.21.12000000.17 (in patch 10136019:R12.AR.A)
ARALLPCB.pls  latest file version is 120.66.12000000.54 (in patch 14145041:R12.AR.A)

Patch 14145041 has multiple pre and post req patches to be applied.
14145041 says it is applicable for 12AR.A update packs 1-6, there are 4 prereq iby patches that reference for 12.0.4.  
can the customer apply this patch and all it's pre/post reqs, except the 4 iby patches?

Readme fpr Patch 14145041:R12.AR.A says:
D) Following IBY patches which can be applied at least on top of 12.0.4 must be applied before applying this patch.
