R12.1.1 upgrade driver 6678700 hangs due to exclusive locks

Client is upgrading from 10.2.0.2 RAC database to 11.2.0.2 RAC database, which is completed. 11.5.10.2 upgrade to 12.1.1 is in progress with single instance RAC database. Other node instance is kept down.
The driver hangs many times due to exclusive locks and is happening more frequently.

Any suggestion on the db parameters specific to these locks and related to R1211 upgrade.
