Personlization: Can we limit the user to take only the item of specific catagory on Requisition form

 Hi Experts , we have done personalization at Reponsibility level so that the user by using this reponsibility can only use the Expense item (personlization based on the destinaiton type ) , now we are looking for the provision on the basis of which we can restrict the user to work but items of specific catagory ...!!!

we have 18 different catagory of items and we have define the heirarchy based on the item catagory and notification will go the specific manager to whole i assign the approval group .... now i am want to make the responsibility and on each responsibility i am looking forward to do personlization so that on each requisition form the user can only enter the items of specific catagory and save them and if item belongs to another catagory system gives the error that it is not possible ...!!
