R12 Upgrade patch 6678700 Script pjiup007.sql Performance Issue

Experts,

While running the R12 upgrade patch 6678700 the script pjiup007.sql  takes 2+hrs to complete, is there any fix for this ? we have  already applied all latest pre-install patches per 1448102.1. Also, I find note 462986.1 mentioning a fix for this in 11i. Can this patch be applied 11i before begining R12 upgrade ?
