Restricting suppliers an org can see (using RBAC ??)

In R12, Oracle introduced a unified list of suppliers, available across all org's.
We have a scenario where we want to restrict a specific supplier to a specific org_id, and the other orgs are not allowed to see any of the details of that supplier. There doesn't see to be an obvious way to do this, so I thought about Role Based Access Control. Never really used it, but the write-up says it can be used to restrict access to specific data once a user has got access to a form. The example it gives is:

For example, Data Security restricts the set of users that a local administrator can access within Oracle User Management
