Managing the data signalling storm

 As the number of data uses as a percentage of the totally subscriber base increases, then there is going to be a significant increase in open sessions and hence work done by the platform.  The ultimate situation which has to be catered for is a network data restart, where 10ks PDP sessions will be created, there's also the M2M problem with smart phones retrying when no service is available.  This is going to require a configuration which permits control of the incoming Diameter messages, so the platform is not overloaded and voice and messaging traffic interrupted.  Configs for this purpose
