Header Modifier on Surcharge

Hello

There is a scenario where we are updating the item price on line level using a surcharge modifier, after that when we apply Modifier on the header level , it only discounts the original price of the item where we applied the surcharge. This seems to be the functionality.

Is there any way we can override this and also apply the discount on the  line where surcharge is applied.
