cannot supress label the fields are suppressed

Hi Experts
I am having an issue suppressing the label in the row that has four fields.

I tried as

<?if:INCOME_TAX_NUMBER!=''?>Income Tax Number:<?INCOME_TAX_NUMBER?><?end if?>

I don't see the INCOME_TAX_NUMBER satisfying the condition but the label still not suppressed
