11i : Why patch submitted concurrent requests

Hi,
We have applied same set of patches in SIT & UAT Instances.

In SIT, it has submitted 3K+ concurrent requests of fnd_menu_entries(check_event_alert), which took appro.2 hrs to finish.

While in UAT it has NOT submitted any concurrent program.

DO let us know:

1. Which patch has fired these CRs ?
2. Will the same set of CRs be submitted in production ?

Next application of these patches would be in production instance, so we want to calculate the reason.
