Server Manager Console Serive will not start on the Deployment Server

I recently upgraded my deployment server from Tools 9.1.0.5 to 9.1.2.1. After the upgrade checked my ptf.log and it is showing the correct version 9.1.2.1. Also my install actions log was clean. About two weeks previous I had upgraded Server Manager to 9.1.2.1 without issue. After upgrading my deployment server I logged in to Server Manager to check that it was showing the correct version. It was not so I stopped the Server Manager Console Service on the deployment server and attempted to start it back up. It would not start. We have Windows 2008 installed as our OS. I
