FND Common lookup language translation

 I am creating a new lookup for proposal reason - using application developer. we have English, french languages installed and currently on R12.1.3.When I navigate to salary screen, i see the new lookup value - correctly for English preference.

However, when i switch my preference to French, the meaning doesn't translate and still shows up in English - I except this to translate to French language.

This issue is also seen on existing lookup that are already there in the system.

How can i fix this issue..can someone please advice.
