Local admin rights.... JDE fat client.... Xe..... report development

We are on Xe. I have a fat client. I do report development. Do I need local admin rights to do this? I currently have them and our systems team is auditing when, where and why local admin rights are absoultely required. If local admin rights are required for logging into a fat client and / or for report development, can you give me a brief explanation as to why?
