iProcurement Requisition Approval notification - doucment Attachment links

Instance : R12.1.3

When we attach documents as attachments (type : 'to approver') to the iprocurement requisition, the approver can access / view documents, only if he has the access to the  a) iProcurement b) login into the application

In our case,  most of the reporting manager are across the globe, and giving multiple iProcurement responsiblities (say if OU is a country, and if 10 countries are in Oracle, then we may need to give 10 iProc responsiblities) is not a clean solution

Also most of the global managers approve the iProc requisition through email notifications and hence we are handicapped with not allowing the manager to view the attachment unless they are mapped with the corresponding iProc OU responsiblity
