Deb/Ben Records not created in P08901 if an employee adds D/B that’s currently in F0101 as an 'E' or

Has anyone encountered the problem where a Dependent/Beneficiary record is not being created in the P08901 where they were an 'E' or 'X' type?

I have tested thoroughly and it seems to be a big problem.

Our employees are using the 'Get Dependent/Beneficiary' button on P054201 to pull E/X record from F0101 when electing through a portal application.  They complete there process and submit their changes. The processes run to Upload Data to Live Tables; Clear Work Tables; and Populate Work Tables.  The employee goes back to view Current Enrollment.... the Deb/Ben that’s an E or X is not displayed.
