Can we install the the prerequisite patches after the patch installation?

We installed the Patch 13099983 in our UAT instance. After we rechecked the read me file,

found that the Patch 12958998:R12.AR.B need to be applied before patch 13099983.
Can we install Patch 12958998 now?

13099983:R12.AR.B  PERFORMANCE ISSEU WITH CREATE ACCOUNTING PROCESS

 Apply the below patch before applying this patch.   12958998:R12.AR.B : CONSOLIDATE PATCH INCLUDING CROSS PRODUCT DEPENDENT PATCHES.
