Creating 2nd business group for another country

 Hello.We have a fully functional US business group and multiple ledgers with hr, payroll and fianance apps.  We are expanding too another country where we want to setup GL now, and HR / PAyroll next year.

Can we setup the ledger with the 2nd Business group, but just choose Bus Groups setup defaults or generic, and change them next year when we have the hr/payroll requirement.  We have only 1 new legal entity.
