patch 13544907: Want to know the impact of patch 13544907,9799876 (not applied in pre-install mode)

Hi Team,

Customer want to know the impact of the patch 13544907,9799876.
According to the patch readme they need to run admsi.pl for the instruction of patch application and in the instruction they found that these patches needs to be applied in preinstall mode.
Steps
1.adpatch preinstall=y
2.Execute the following command in order to register the completion of above
tasks.
    <AD_TOP>/bin/admsi.pl --done
Doing so may prevent you from having to redo certain manual steps in future
patches.
Customer applied these patches on production instacne without preinstall=y option.
